Reform of administrative procedures for enterprises, particularly procedures related to business registration, tax code registration, seal making and improvement of business information transparency and accessiblity have been ranked among the top priorities of local governments in their effort to improve the business environment climate and to strengthen provincial competitiveness.
In that context, the German Technical Cooperation (GTZ), in the framework of MPI-GTZ Small and Medium Enterprise Development Programme, has cooperated with the People’s Committee, Department of Planning and Investment and relevant agencies in selected provinces to implement different reforms inititatives. With technical solutions provided by the Anh Sao Software Development Company (AScom), GTZ has supported Hung Yen, Quang Nam, Quang Binh, Nam Dinh, Dak Lak and An Giang to develop the Business and Information Poral (BusinessPortal). The technology allows the whole procedures of business registration, tax code registration, seal making to be processed on computer. BusinessPotal is also one of the first softwares which enables business registration, tax code registration and seal making procedures to be conducted on-line via the Internet, thus reducing the time and costs which the local governments and the business have to spend on these procedures. The technology and software has caught great attention from different provinces, national and international agencies. It is planned that BusinessPortal will be further expanded and replicated in other provinces in a very near future.
